Lee Jae-myung: South Korea to invest 21.3 trillion won in AI and data centers, plus 4.6 trillion won for self-developed large models

In a speech at the National Assembly, South Korean President Lee Jae-myung said the 2027 budget bill will invest 21.3 trillion won to advance semiconductor manufacturing clusters, data centers, physical AI and the AI industry layout, and will separately allocate 4.6 trillion won for self-developing world-class proprietary large models. The draft budget's total expenditure is 820.9 trillion won (about 614.5 billion US dollars), up 12.8% from this year, with an additional 160 trillion won future fund, of which 13.8 trillion won will go to ten major strategic technology fields.

韩国总统李在明周一表态，将对人工智能及其他未来增长引擎产业加大力度投入，以此提振韩国经济潜在增速，落实他所提出的“全民共享增长”目标。
李在明在国会发表讲话时作出上述承诺，同时呼吁朝野两党协力，推动2027年度预算案顺利通过。
李在明称：“2027年度预算案，旨在让韩国成为领跑者、抢占未来优势，把国家层面的增长转化为惠及民众的增长。”
他补充道：“预算将为跨越式发展筑牢根基，通过集中投向未来增长动力、缩小发展差距，让全体民众共享增长机遇与成果。”他再次呼吁转向“全民共享增长”模式。
韩国政府已于9月向国会提交这份预算草案。受益于半导体景气上行带来的税收增收预期，草案拟定明年财政总支出820.9万亿韩元（折合6145亿美元），较今年增幅超10%。
李在明表示：“为夯实作为经济根基的潜在增长动力，政府将大胆布局人工智能以及各类未来增长赛道。”
这份规模创历史新高的预算方案中，政府计划设立规模160万亿韩元的未来基金，用于扶持青年群体、培育经济增长引擎、推动地方发展。
李在明称该基金是战略投资平台，既能支撑韩国潜在增长率回升，也有助于缓解严峻的社会分化问题。
“2027年总支出820.9万亿韩元，为史上最大规模财政投入，增幅达12.8%，创下年度最高增速纪录。”他表示，扩大支出，既是匹配韩国民众理应享有的更高生活水平，也是为了强化国家未来竞争力。
李在明特别提到，政府将投入21.3万亿韩元，推进三大重点项目：打造半导体制造集群、建设数据中心、研发实体人工智能、全面布局AI产业。
