CAICT, Huawei, Alibaba, Tencent, Xiaomi, Baidu, Volcano Engine and 20 other organizations jointly released the "Self-Discipline Convention on Agent Development," proposing to improve the agent governance mechanism and jointly resist behaviors such as algorithm exploitation and black and gray industries carried out using agents. The convention also proposes promoting the inclusive sharing of agent technology, jointly advancing the open sourcing of basic common technologies, and participating in international standard R&D and rule-making.

今日，中国信通院、华为、阿里、腾讯、小米、百度、火山引擎等20家单位联合发布《智能体发展自律公约》。其中提到，健全智能体治理机制。积极发展规则表达与内嵌、合规性测试等技术，确保智能体行为遵守法律法规、公序良俗，共同抵制利用智能体实施算法压榨、黑灰产等行为。持续构建健康向善的发展秩序，提升智能体融入经济社会体系的能力。推动智能体技术普惠共享。共促基础共性技术开源开放，参与国际标准研发与规则构建，通过联合研发、人才培训等，打造全球开发者受益的创新网络。不断提升技术获取和本地化部署便利性，让智能体服务惠及更多国家和地区的用户。
