He said that Chinese tech companies have continued to increase their efforts in open-sourcing models and opening up their ecosystems, maintaining a lead in key indicators such as open-source model downloads and the number of derivative models, and have become the current global leader in open-source intelligence. Open source can lower R&D costs for small and medium-sized enterprises, and its value is especially significant for minority languages and developing countries.

蔡崇信在发言中提到，开源可以让全球开发者生态繁荣起来，有效降低中小企业的研发成本，对小语种和发展中国家的价值尤其显著。开源也让AI不再为少数科技强国所独有，而成为各方都能深度参与的事业，能够有效弥合国家和地区之间的智能鸿沟，为智能时代的普惠发展奠定坚实基础。“只有开源才能普及，只有普及才能创造可持续、普惠的智能时代。”
